Exceed it and you get punished by way of points deduction.

Interestingly, all three of those teams you mentioned have second teams playing further down their own league systems, meaning they have no need to loan out excess players that they hoard. One result of this could be a push for the bigger leagues to permit second teams playing lower down a league system, something that English football has been vehemently against.
