It's a badly worded document & it lacks detail, but it clearly mentions net transfer spend is somehow involved, so we know that reducing it gives us some kind of advantage for next season. But that cannot be a full description of the settlement with City; it is just an outline.
The original article I quoted recons that breaking even means we have no spending limit, so perhaps they have asked & been told that is the case ? City's original statement says that they expected to be free of restrictions for next season, but UEFA's documents don't mention that at all.
It's certain, there are details of incentives & conditions in the full agreement between UEFA & City which haven't been made public. What those details are, we can only speculate, but it does seem as if there's a fair chance the spending limit will be removed.
