To be fair, we were willing to spend top dollar for Hazard. I think it's more about value for money rather than just not willing to pay top money. Also, with player like Tranaldo there are other things that come into equation unlike when signing ordinary players. The global exposure, shirt sales etc. Players like that actually bring money in as well.
Not saying that I'd want him in City though.
