Zuri - there is no 'last man' rule, that is an invention of fools like Jamie Rednapp.

Tbh, if Vinny's isn't a red card then non of the other red cards ever given were red cards either. It's about as blatant & clear cut as you can possibly get in any situation which requires judgement. Certainly moreso than Evans' red card last week.
I was surprised he sent Evans off ! I thought he would have simply yellow carded him. Likewise with Terry and Jo.

Terry/Jo situation was incorrect as there was cover so it wasn't a definite goalscoring opportunity (which tbf, in Jo's case, it wouldn't have been even if he was two yards out & the keeper was lying behind him, dead). In the case of Evans & Vinny, it qualified as such so far as their rules go. Both are cut & dried examples of when the rule should be applied.
