Be ready for a very, very, very hefty penalty.
Ade banned for the rest of the season with a £50 grand fine. City deducted points and given to Arsenal with a £100 grand fine for failing to control a player. And that's just for the VP incident!!!

Just said that Chelsea and Liverpool have the bare minimum, yet United have the most with 19?
No mention of Arsenal et al so where are these home grown players supposed to come from; do we class home grown as stolen froma young age?

also premier league clubs have to submit independently audited accounts every year
clubs in financial difficulty may face transfer ban
be interested to see what the FA classes as ''financial difficulties '' i.e. will debts / interest payments on debts be taken into account (think we all know the answer to that one boys and girls, don't we ?)

Nah mate i'm sure it said you can buy other clubs home grown talent aswell and they count!.

These have got to be some of the biggest rule changes for many a year, but are they good for the sport?

Under the rules, clubs will have to name a squad of 25 players over 21 before the season begins. Eight of those players must be "home-grown", in that they must have been developed for at least three years by an English or Welsh club before their 21st birthday. They can name a second, limitless list of players under 21 and both lists can be resubmitted at the end of the January transfer window.

This is going to be messy. Unlimited U21 players but otherwise tight squad limits.
We're going to see a lot more rolling contracts for players over 30 and stockpiling suitable players. We're not going to want to sell Joe Hart.
Liverpool, the worst effected, only have to get rid of 6 non home grown players. It's not clear at the moment what they mean by home grown players at all. Injured players will be de registered from the active list if they're going to miss a long period up to the transfer window, really harsh for players on the fringes of the team. The idea of signing out of contract players as injury cover is going too. I wonder if there'll be a legal challenge from that area.
They're out in the cold and I can see problems when teams are seriously struggling with an 18 year old keeper or something.
As it stands our squad would count as under 25 already under those rules. I'd like to see some sort of compromise to grandfather in longer serving players near the end of their careers. When you pass 5-6 years at a club and are over 30 you count as home grown, something like that.

I read somewhere it was up to £784M with a lump payment of £250M due in 2014 on top of regular interest payments, that they don't have.
