He said two times NEGRU, but first time he used ÎN, means IN. I think Webo heard only NEGRU, the second time he said it.
In romanian, negru is black. Black like the color and we use it to describe anything related to the color. For the sake of the argument, ”cioara” is the bad word, the N word, or even at times, gypsy.
Basically in this case, the second NEGRU might refere to Black Person, but not in a bad way. It's like in a situation you are robbed and you need to describe who was it and you will say: two white guys and a black guy.
I think he should had been careful with the choice of words, but racism? No way.
But there is something more, according to some sources here, who recognised the voice, said the assistant said it, not the Fourth official. If that is true, it will be quite fun to see where this will go.
