Good analogy in this case would be a murderer breaking into your house and asking you to pass him the knife he’ll kill you with and you saying no.

I doubt very much that City have failed to co-operate.

City lost a legal case on the provision of information. I suspect they objected to a fishing expedition by the PL but I presume the information was subsequently handed over. It doesn’t remotely mean the information was damaging. UEFA claimed a reference to His Royal Highness in an email proved direct payments from Abu Dhabi. It turned out the reference was to another Royal Higness and proved the opposite.

There’s no justification for a sporting penalty for non cooperation. No sporting advantage could be claimed so no sporting penalty is justified. City would certainly appeal strongly and have a very good chance of success.
