He also listed Juventus - another of the "entitled european elite". However, I think you've missed the main point he is making in this. Although he's mentioned our defending of counter attacks, he clearly states "especially, as well, the things we cannot control". To me, that's as direct a pop at officials and VAR as he's able to make without getting into trouble.
Against the scum, as well as against the dippers, calls went against us that could/would have changed the game. Same has happened in the last couple of CL seasons. That's my take on what he's saying, anyway.

Under- performing is not the same as competing. WTF is he talking about. Foden could replace Bernado and Davids on form alone. He is busy and full of energy. We are not going to win the title, there is no better time to take a gamble on them, if not this season, when?
