My opinion Ted (and only my personal speculation) is that currently there is yet another major battle going on between the nine powerful clubs and UeFA.
If the old elite want to break in 2018, they will need the support of clubs just below them. We have recently seen that UeFA/City/PSG have met to discuss changes to the FFPRs that would adversely affect the old elite and make the CL more equitable for those 2nd tier clubs and other teams in general. I can't find much on it yet but believe that UEFA are looking to consolidate those clubs' support, and attempting to weaken the power of the elite by isolating them.
