There certainly is a reason for timing. All you've said plus the government white paper which was due on Tuesday or Wednesday this week, but now postponed for a fortnight, which was about whether football needs an independent regulator.
It's all been done so hurriedly that it has to have been a reaction to a window of opportunity.
