Firstly, we are no longer a member of the EU so the European Commission (an EU body) has ZERO duristiction here in the UK (garnered from a quick Google, feel free to correct me).
Secondly this part of the article tells me it's a non story written that has been done so for click bait and fuel for sad fuck arse fans of other clubs.....

Just another attempt by the usual suspects to destabilise their opponents.
It says that despite brexit, UK football clubs still come under EU Foreign Subsidies Regulation.
I imagine that's bollox, it's much more likely that they are saying that if we are in breach of EU rules, it will affect us in European competition.
Still, it's the Mail, so bollox is expected.
