It only applies if you try to play the ball as a defender. If you purposely foul someone it's still penalty and red.

I believe it is because he made no attempt to win the ball.

The refs don’t send the player off if they make a genuine attempt for the ball (I think!).

It’s not a red card if the defender attempts to play the ball and fouls the opponent. That’s a yellow.

If the defender doesn’t attempt to play the ball and just fouls the opponent then a red card is given.

Luiz clearly made no effort to get the ball, thus Alty Taylor was spot on

Think I heard in AV v Sheff U game they say 2nd half can only be 3? Not sure of the new rules, though.

Allowed 5 subs but only within the confines of the previous rules of 3 times. Ie. Only 2-2-1, or combination thereof.
