It was actually just the one doing colour who raised the idea and the other the match commentor reacted with the idea that such kicks be banned as crazy.
The one who made the point said just in the pen box when defenders are nearby because it is too dangerous.

These red card bans really should be just for the competition in which the card was given. Luiz out for the EFL Cup game at home to Forest is really no punishment.
