Unfortunately not, clubs signing a player on a free under 24 must pay a development fee to the player's former clubs in recognition of their role in developing the player to the current level of ability.

On the question of best window, perhaps it is. Only time will tell, but I reckon the summer of 2010 was best for me, the sheer amount of quality we brought in was immense

Yes, the earlier window transformed us; this one, while excellent, was developmental rather than transformational.

Best Ever Transfer Window?... No, I'm still completely heartbroken and despondent, over City NOT signing Pepe, Jack Wilshere, Jay Rodriguez, Alex Song, Saido Berahino... and of course, Mido!
