Guarantee you Plantini voted for Qatar after the PSG investment, his son landing a cushy job, and the Qatar order of French fighter jets.
Also, FIFA have banned their chief World Cup bids inspector Harold Mayne-Nicholls for 7 years. You know, the guy who said Qatar and Russia were the highest risk options out of the bunch. One of the only seemingly non-bribed people.

It seems to be slowly coming out that Qatari companies have made payments to sham football projects in the Caribbean, ostensibly to avoid the blame falling directly on the ruling family and organizing committee. Of course the people who own these companies are the ruling family, and the organizing committee is made up of........yep, the ruling family.
I expect Russia will likely have done similar through the businesses of the likes of Abramovic and other wealthy folk.
