The neon colour is also supposed to make the City players particularly stand out, while under the floodlights of a night game... Maybe it's an extra guiding light, so players can find each other, when they pass the ball?
I think it would have looked nicer in neon sky blue, instead.

I would simply wait for the next big sale on the official club store website... If you're not already on their email list, I would join, so you receive all the sale alerts. Last year, the Christmas holiday sale started at the beginning of November.
You can also expect sales for all the special events like the Manchester derby, on October 25th... Especially if City win again! Last year, the store also offered sales for the League Cup & CL matches.
