I can't find a definitive UEFA explanation as to what they mean with some of the stuff from their judgement which I've quoted on here. There doesn't seem to be a public release of the full details anywhere. They know, & City know, what it means but neither have told us exactly how it works.

There's a downloadable pdf from UEFA for each of the nine settlements agreed by clubs, ours just mentions the stuff we know about including what you quoted. They specifically mention that we have a reduced net transfer spend for this and next season, and that we have a squad size reduction which can be removed when we're in compliance with their regulations. I don't fully understand the bit I quoted about the squad reduction being dependant on our net transfer figure though - to me it sounds like if we turn a transfer profit we get a bigger squad

It's a badly worded document & it lacks detail, but it clearly mentions net transfer spend is somehow involved, so we know that reducing it gives us some kind of advantage for next season. But that cannot be a full description of the settlement with City; it is just an outline.
The original article I quoted recons that breaking even means we have no spending limit, so perhaps they have asked & been told that is the case ? City's original statement says that they expected to be free of restrictions for next season, but UEFA's documents don't mention that at all.
It's certain, there are details of incentives & conditions in the full agreement between UEFA & City which haven't been made public. What those details are, we can only speculate, but it does seem as if there's a fair chance the spending limit will be removed.

How long will Yaya have left on his deal next summer? A season or two? An offer from PSG might be too tempting to us and open up a starting roll for young Ross (I rate him VERY highly) and a chance to start in our midfield would be too tempting to him despite others sniffing around.

I think it's 3 years left from now (ish).
I rate Barkley too. I think he's the real deal, but if you look at the price those stupid cunts paid for Shaw, a fucking fullback, Barkley is going to cost 50 million quid. Lot of money for 'potential' but then again, we have a superb squad & are only short of one or two players, so if we have the money, why not ?

The thing i like the most about Barkley is his 'natural' skill and awareness and IMHO it hasnt been seen in an English player since Gazza.
Let's hope he isnt as mental.

It may well be that last season was Yaya's 'swansong' and, given his advancing years he may be less and less able, both now and in the future, to rise to such levels again.
Crazy or not, in these circumstances it might be prudent to, sadly, consider his future departure.
However, no-one knows what goes on inside his head and what motivates him, so all such thoughts could be rendered purely academic by him having another incredible season.
Perhaps January would be a good time to assess his situation and consider how things are at that stage.

Sure, if Yaya is clearly on his way down, then it would make sense to cash in, but I wouldn't make that assumtion just because of a slowish start to this season. A lot happened to him this summer & he has had periods where he looked 65 years old, in every season since we signed him. Almost always, he turns it round.
I agree with LAHAD about Barkley, he does have a touch of Gazza about him.

We'll see. But it should be noted that he was the bloke who came closest to scoring v Stoke, even on a day where he played like he'd been retired for 6 years & was in a testimonial game.

Or as injury prone. He has suffered a lot of injuries for his age and we don't want another Rodwell. I agree he is talented and an exciting player but we need to tread carefully there.
