No they don't all block them, just the cheap bad ISPs do. Works fine for me.

Loads of proxies will get you there without issue. Just google withe the word proxy after whatever the banned site is that you're after

First thing Piratebay did after the banning order(in place in Australia too) was create 80 odd proxy servers in different countries.

I think they see it as a game, and they are very good at it.
