Worst City in England for Football considering size

Got to be Bristol. A core city with a very poor football history. Such a big city and such a bad football landscape. Is there any worse around?

Coventry, Hull, Bristol or Reading would be my pick, depending on how you define a city/urban area, how you weigh history up against the present (and also quantify 'success' for that matter), and the influence of geography and social demographics upon the cities' football.

Exeter's nearby. Also, Plymouth's population has historically been largely reliant on the navy, and naval recruits, meaning a high population turnover. Other coastal towns involved in shipping with historically strong football teams had a stable (fixed) population, employed in industries such as shipbuilding.

You can hardly count Exeter...or even Torquay as serious rivals. No clubs in Cornwall nor Somerset. Massive area and population to target...Nearest clubs are Bristol City and Rover...(serious rivals???).
Large numbers of matelots come from football hotbeds. Also Plymouth has a large native population of its own.

Southwest it is then. Bristol is more populated than Plymouth though. Are all the south westerns rag arm chairs ?
I mean Bristol C attracts 20 k if they're going well and 10 k if normal servece. Rovers can't get 8k. Must be worst.
