Cant help thinking we'd end up with no referees in the top division!

What about the clubs at the lower end of the table.
For instance if Wolves are fighting a relegation battle and in their last few games have some terrible decisions go against them, is Mick McCarthy going to score the referee low or high,
If he scores him low (as he should do) he could be reffing in the same league as Wolves next season.
If he scores him high he could keep him in the prem and not have him ref any of Wolves games next season.

how would the authorities prevent this kind of voting?

I think the managers should have two appeals a game(1 each half) to contest decisions that result in goals for and against. If that were in place pulis would have got the goal given or pen given for the handball and Tuncays goal at everton allowed.
I dont follow american football but they have something like that there and thats a stop start game anyway. For the sake of a couple of extra minutes justice can be seen to have been done.
