Although these are charges of breach of PL regulations UEFA’s FFP regulations are part of PL rules. As such some of the charges relate to breaches of the former. On the face of it the PL are seeking in effect to relitigate decisions arrived at by CAS.

Apparently the numbering of the rule book changes with revisions.
So one year for example, rule 14.2 may say there must be corner flags, the next year it may say you're not allowed to bribe the ref.
The charges have obviously been put together very hurriedly, as they've quoted stuff from the wrong rulebook.
I think that's where the bit about the grass not being cut to regulations comes from.
Certainly doesn't make the FA or their legal team look very competent.

There certainly is a reason for timing. All you've said plus the government white paper which was due on Tuesday or Wednesday this week, but now postponed for a fortnight, which was about whether football needs an independent regulator.
It's all been done so hurriedly that it has to have been a reaction to a window of opportunity.

I wonder if in a couple of weeks the government confirm that an independent regulator is coming in and taking over all current allegations and charges as well - and the Prem can then say to the ref shite “well we tried!”

If we do get found guilty, it will open a can of worms the like of which has never been seen.It will effectively say our Audit process is totally inefficient, that will alert HMRC who usually accept the accounts when signed off by the auditors. Once that Genie is out of the bottle, god knows where it will end.
That said, we are looking at years rather than months before this is concluded.
